There is a basic difference between knowledge and competence. The first one should be given by schools and universities, while competence should be the result of professional or company formation as well as experience. In our formative courses at the AICE (Associazione Italiana di Ingegneria Economica), the Italian association for Total Cost Management that belongs to the ICEC (International Cost Engineering Council) we normally say that we are improving the capacity of doing, namely the competence. In reality, at least in my experience, I found that majority of people already knows how to deal with total cost management and project control tools, due to their professional experience in the field, while they are looking for the theoretical background of those tools. This is a matter to think about.
